During the meeting to discuss preparation plans relating to the SEA Games, Deputy PM Dam requested that the Hanoi People's Committee co-ordinate with the Ministry of Culture, Sports and Tourism (MOCST) and relevant departments and agencies to develop a plan. This should primarily focus on organizing both the opening and closing ceremonies of the event in line with the COVID-19 pandemic situation.

The Deputy PM also requested that the MOCST fully co-operate with the Ministry of Health, Hanoi, and the municipal People's Committee in order to put in place a series of anti COVID-19 measures aimed at ensuring safety throughout the duration of the SEA Games 31.

Most notably, due to a range of complicated developments relating to the COVID-19 pandemic, the country will not be hosting the 11th ASEAN Para Games (ASEAN Para Games 11).

Moving forward, the SEA Games 31 is set to feature a total of 40 sports along with 520 events. The largest sporting event in Southeast Asia is scheduled to take place in Hanoi and 11 other northern localities.
