This is a place for the Vietnamese community in Russia to honour their beloved president and to cement close, long-lasting ties between central Nghe An province and Ulyanovsk.The complex comprising a Ho Chi Minh statue and a square was built on an area of 2,000sq.m, next to Ho Chi Minh Boulevard in Zasniazhsky District, Ulyanovs City. The construction cost is covered by Vietnam while its technical consultancy and sculpture work are supported by the Russian side. 
At the inauguration ceremony, Sergei Morozov,Ulyanovsk Governor, spoke highly of the sound development of friendly relations between the two countries. He said the inauguration of HCM statue in the birthplace of Lenin is a new landmark in relations between Ulyanovsk and Nghe An province which opens a new chapter in Vietnam-Russia ties.Nguyen Xuan Son, vice Secretary of Nghe An Party Committee, thanked Ulyanovsk authorities and people and the Vietnam Solidarity Association in Ulyanovsk for their support to the construction project and hoped that they will preserve and promote the value and meaning of the statue to people there, especially young generations of both countries.On the same day, representatives of Vinh City, Nghe An province and Ulyanovsk signed a memorandum of understanding on cooperation between the two cities.
