Officials with the Ministry expect the project to help with traffic patterns and congestions, particularly in northern Vietnam as well as improve traffic safety.
  

It should also help improve transportation efficiency by reducing the amount of time it takes to travel to or from Hanoi and the northwestern region of the country, which is particularly important for commerce.

The budgeted cost for the upgrade, said the Ministry, is estimated at US$351 million funded by US$301 million in loans from the World Bank and US$50 million from the national budget.
